The Imperial Laws of War permitted ships, squadrons and even fleets to be operated by Limited Imperial Companies (LIC).
Many of these units were short-lived, and were destroyed in battle or petered out into Piracy, but a few became famous and survived for years, decades or centuries becoming the navies of planetary governments or even being incorporated into the Imperial Navy.
