Chief Secretary or (formally) the Chief Secretary to the New Earth Council is the administrative head of the Council Secretariat

Description[edit]

Whether the Chief Secretary or the Captain of the Council is the most powerful person in the System is debatable. In theory the Chief Secretary is directed by the Captain of the Council but this is often the opposite way around as the Chief Secretary's guidance becomes the Captain's policy.
