The notional government of Selene is a Representative Democracy.

There are several issues with the definition of the government of Selene as a representative democracy. Firstly, it is tied to the universal currency of the New Earth System and has a net outgoing of cash that is only met by ongoing props from external sources. Secondly, much of the worlds capital is owned by off-world interests who also supply the salaries of the population. As a result, the representative democracy of the world is subject to immense pressures to conform to external whims.
The result is a representative democracy that is broke and highly corrupt. The low law level is more of a common consensus on an acceptable standard on the streets than any enforcement of the actual rules. Note that, outside the spaceport, communities are extremely wary of outsiders but not generally hostile.
