Harp is listed in the T5 Second Survey data has being the subsector capital, but that's a Solomani world and the Confederation doesn't generally administrate through subsector capitals.

This is called a mistake. It should be brought to Don's attention on the COTI boards (either the T5 board or via PM). I would guess that is was the subsector capital when the Imperium owned the whole of the subsector, and the map never updated. The Solomani may still use the infrastructure.
