Parthinia is home to the Issugur, apparently planted here by the Ancients 300,000 years ago. The Issugur have managed to survive to the present day despite the conditions on planet. The human population of about 50,000 lives in and around the Starport City, and are all primarily involved in the mining operation underneath the city. The Issugur live a very low tech, agricultural existence. Legally the human population is forbidden from interacting with the Issugur. Tukera Lines has an interest in the mining operation as do the Zhodani Consulate. The human population is governed by The Council which is evenly split over who to trade with, the Consulate or the Imperium.
