The Grand Duke was the head of state on the planet Sylea beginning in Year -650, when the Kingdom of Sylea became the Sylean Federation. The office of Grand Duke was nominally elected instead of being a hereditary monarchy, and the Grand Duke was elected for life by the Sylean Grand Senate.
In pratice, in the final century or so of the Federation, before it became the Third Imperium in Year 0, the position was in practice monopolized by members of the Zhunastu family.
