When the Sisters of St. Regina emigrated from their original world of Aiire, they brought along a group of devout lay people to support them in their new home. The sisters left it to the colonists to figure out the details of how to organize themselves as long as they provided for the upkeep of the abbey. The colonists elected a chief administrator with the title 'Mayor of Credo' and a board of advisors to help him govern.
In 119, the third mayor, Adam Grant, staged a bloodless coup that left the Abbess as the titular head of Regina, but took away her influence in secular affairs, leaving the mayor as the highest authority in all matters not directly rfelated to the Abbey and the Church.
The mayors ruled over Regina for another 131 years until it joined the Imperium as a member world in 250. At that time it reorganized itself as the Kingdom of Regina and the 19th and last mayor, Raybon Iuda, was made Marquis of Regina for his part in brokering the membership. The Mayor's office was taken over by a board of nine delegates (The Lord Delegates for the Performance of the Functions of the Mayor of Credo), three appointed by the Church, three appointed by major mercantile interests, and three elected by a conclave of citizens. At the same time the functions were reduced from ruling the world to running the city of Credo.
In modern times four of the members of the board are appointed by the Regina Merchant's Association, four are elected by the citizens of Credo, and one is appointed by the Church.
