Expedition to Zhodane describes a reasonably well-established, albeit economically strained, society with enough slack to have an artists' colony and a 100 km long monorail. It is being run by Arden, which is in the process of stripping it of resources, so things may well be worse by 1120, but Behind the Claw's description of a colony that was set up in 1106 simply doesn't agree with previously published material.
