Razfa is a smallish ecumen world, a world-city. Its metropolitan areas are underground, in craters under sealed domes, and housed in high-tech arcologies. Warrens stretch deep under the surface with highway tunnel systems connecting each community of neon glitz and holographic glows. Traffic hour is a swarm of grav vehicles. Space about Razfa is a barking madness. Razfa as a world-system is a mecha of Gas Giant refueling and Naval Base movements about a Subsector Capital mainworld.

Law-enforcement Police watch everything they can since all weapons are forbidden here. The government is a nodal hive of Impersonal Bureaucrats who believe they are the end-all, be-all of their respective offices. Assisting the government is a state-of-the-art Central Core Computer at Tech 14, just shy of self-awareness per Vargr racial tolerances. Petty crime to big-time espionage is rampant as the Urzaeng are large and in charge here. The Highport and Downport are an axis of Resource Units (or aryu) flow of megacredits per second.

Rebellion

During the Rebellion to rimward, Opposition Alliance Naval squadrons departed to hold borders and followed swarms of Corsairs seeking to plunder the Shattered Imperium. This lack of protection led to a terrorist series of bombings at both Downport and suicide detonation inside the space platform in high orbit, both timed for maximized chaos. The Naval Base under skeleton staffing suffered similar bombings rendering it offline until 1129, (shortly before Virus was released upon Charted Space the following year). These events and a regime change degraded the Starport down to B in 1126. It lost no Tech Levels until 1131.

Isolation and insulation buffered Razfa which increased xenophobia driving down Acceptance by 1 and increased Law Level until fighting died down and losses of life were tallied. Government offices were bombed flat succeeded by the rising Self-perpetuating Oligarchy of Charismatic individual officers. Law Level temporarily rose to C (Paramilitary law enforcement) with officers deputizing and arming far too many ex-military mercenaries than needed. Column, block, and street fighting added to already present gang guerilla warfare, exacerbating the situation. When the government collapsed and a new Oligarchy arose, fighting ceased when death toll made public. Law Level reduced to 7 by 1128. Ten billion had been slain by direct and indirect violence on the mainworld and in orbit.

1128 Hard Times

The events of Runt! detail how Razfa subtly sacrificed Starport, Populations, Governments, and Tech Levels of Raen and Yonder Subsectors worlds in order to survive a theorized and statistically projected polity collapse which became a self-fulfilling prophecy upon Virus arrival. Razfa by this prior paranoia miraculously survived Virus by way of bottleneck, jump limitations, dieback worlds, and other dubious interstellar crimes to insulate and weather the Virus Era and hold until 1200 though many events occurred between.

1130 Virus Era

Because of the above downfall projections, Razfa endured less damage from Virus upon its infection spread into Yonder and Raen Subsectors. Eroded Tech Levels, lower Jump range of vessels, changes to Vargr Information Friend-or-Foe, body swap protocols, and Naval bottlenecks at various world-systems presented an insulating buffer from rimward to coreward in this region. This series of techniques were first implemented by the remnant Corsairs of the interstellar world clusters and Corsair Bases. By running silent and without active transponders, the Vargr pirate classes were the longest lasting ships in the Subsectors. Razfa was able to receive word of mouth the propagating Virus Strains in their earliest, self-destructive modus operendi. Through outlined suggestions from the Dominator Emergency Personality Wafer in 1128 through 1129, Razfa was able to implement the first series of insulation against Virus infection though full Quarantine was years to come. In this time, Razfa held onto its Subsector Capital status and became one of many lone bastions of this era.
