Bantral (1906 C886589-9)
Bantral has only recently been admitted into the Imperium after a number of years as an Imperial Client State. The capital of the world is Jahntosh which contains the majority of the worlds population (500,000). There are some lesser towns scattered about the major continent of Bantral but most population is concentrated in a region the size of Europe. The rest of the planet is wilderness.
The system consists of eight planets, 3 outer gas giants, Bantral, the captured non-Imperial Droyne world Cra'Dien (also in the habitable zone - it orbits in reverse from the other planets) and 4 rocky inner worlds devoid of life.
One of the conditions attached to Bantral's entry into the Imperium was that it build a "class C starport facility to promote trade in the region", the contract for this starport was subsequently won by Trojan Constructions. Another condition was that Bantral provide "two starships suitable for the Pax Rulin fleet for the protection of the Realm of Pax Rulin". In this regard Bantral has almost complied, having completed one of the ships and the other should be completed within a year. The ships were built on Bantral, in their local ship yards with the highest tech level available to Bantral. This means jump 1 and no inertial compensation or anti-gravity. The ships cannot leave the system as the closest known mass is 2 parsecs away. The jump drive is still useful in system as the anti-gravity thrusters of the ship are incapable of taking them between the planets of Bantral in any reasonable time frame.
Bantral was settled in the early 500's by a group of religious idealists from the Church of Greater Unity. Over time settlers who were not members of the church but who desired the ordered lifestyle that Bantral offered arrived and eventually outnumbered the Churches adherents. The Church believes in no central ruling authority but a harmonious division of decision making among the individuals of the community most suited to making those decisions. This basis led to the creation of the civil service bureaucracy as the population grew. (This bureaucracy eventually subverted the Churches aim by creating a social stratum based on heirachy within the bureaucracy rather than a 'flat' social stratum where every person is fulfilled by occupying their perfect niche in society - This has been compared by some historians with the Zhodani society who use psionics to determine each persons position in the social order). In practice the directors of the various departments and bureaus are very powerful as they have sole power to make laws in their area of control. This is tempered somewhat by the Churches still powerful influence (indeed many of the directors are members) and the constitutional requirement of only promoting individuals on merit (which prevents the formation of cadres at the top echelons of power). Given the strong bureaucracy which (within reason) has unchecked powers to create laws 'for the good of the populace' the law level is high (weapon possession outisided the home prohibited) and 'red tape' dominates many areas of life (an example being the gaining of a drivers licence which requires a three hour written test of understanding of the road laws, two physicals by separate 'unrelated' doctors and the passing of three practical tests, one including advanced driving techniques. Probationary drivers are then limited to vehicles of less than 2000 cc for five years...)
There are only a few thousand Droyne on the other inhabitable planet in the Bantral system and they want little contact with outsiders. The Droyne society is not, as might at first be thought for such a small population, of low technology, in fact their science is somewhat advanced of Bantral (tech level A), but they show no inclination to share their technology with the humans in the system. It is known that there are ruins of an outpost of the Ancients in the equatorial desert of the planet Cra'dien. No human knowledge has seen these ruins but representatives of the Droyne annually journey to its site - for what purpose is unknown at present.

A purely agrarian society which acts as the breadbasket of Pax Rulin. Think of the US midwest, or the West Australian wheatbelt.

Caraz (2306 E111959-A)
Originally settled by Vilani sometime before -2100 during the First Imperium it was the only such colony in Pax Rulin subsector to survive the Long Night (q.v.). Anthropologists think this is in part due to the religion which developed there around -1500 which taught that man was destined to rule the universe and that it was every adherents duty to procreate and multiply. This lead to extremely high birth rates among adherents who eventually constituted most of the population. This policy preserved the society against the high death rates which are common on low technology vacuum worlds. As technology improved after recontact with Imperial explorers after the first frontier war the death rate fell and the population sky-rocketed until every cubic metre of Caraz was tunnelled and converted to living space. The religion itself, despite being the lifeblood of the society during the long night, had degenerated by 1100 to a fanatical dictatorship in which not only was procreation encouraged it was mandated through laws and the use of fertility drugs in the water supply.
In 1108 a violent rebellion led by the doctors of the world, who were witness to the appalling living conditions of the general populace, in particular women. The doctors outsted the religious dictator and instituted a regime of population control through medical control of fertility. This regime has allowed the population to stabilise for the first time in decades, but it is only the large fleet of spaceships which continually ship resources from out-system to Caraz which allow it to survive. Industrial slag, a waste product of belt mining operations, is a valuable commodity on Caraz because it can be used as a building material to extend the living quarters.
Religious tension is still present on the world with frequent protests at the harsh procreation laws. Many of the populace wish to leave the world and are not averse to stowing away on landing starships to achieve that aim. The starport has been destroyed a number of times by both sides to keep foreigners out and the populace in and this has rated the world an amber zoning.
Cyan (2102 C4699B9-B)
Ruled by the Sultan of Cyan, who is also, through feudal ties from their ruling Caliphs, Overlord of Perrior and Doradon. The Caliph is the single most powerful individual in Pax Rulin, after the subsector Duke and is accorded the status of a Count in Imperial protocol.

Kryslion (2002 D483AA9-9)
Water is scarce in the Kryslion system and there is no gas giant so starship fuel prices are considerably higher than elsewhere. This keeps this system a backwater despite its position and high population.
The society of Kryslion is based on strict water discipline and travellers are warned to be familiar with the laws on water use and recycling as the penalties for infractions are high.
Pax Rulin Subsector
Subsector C in Trojan Reach sector. Named for the sprawling Naval Facility in the Pax Rulin ('Peace Rules in an ancient Solomani Dialect) system (2204 A402231-E). Settled originally by Vilani fleeing corridor after the First Imperium (q.v.) retreated from the Vargr in the centuries around -2100. All of these original Vilani colonies died out except the one at Caraz (2306 E111959-A). Subsequent waves of settlers during the Rule of Man (q.v.) re-settled Cyan (2102 C4699B9-B). It wasn't until after the First Frontier War (q.v.) however that the subsector was populated in any numbers by settlers from the Third Imperium.
The subsector is divided politically into three powers, the Imperium, Imperial Client States and the Senlis Fedorate. Since 001-1117 Imperial interests in the subsector have been represented by Duke Roget Parker (q.v.) from the subsector capital at Perrior. Prior to that date the subsector was administered from Glisten.
A strong naval prescence is maintained at major worlds to guard the main jump-3 route from the Spinward Marches to the Aslan Heirate, the jump-2 route being through Gazulin subsector (Subsector D Trojan Reach).
Roget Parker, Duke Pax Rulin
Appointed Duke of Pax Rulin subsector in the Holiday Nobles list of 1117 for 'Services to Commerce in the Domain of Deneb'. His appointment is usually overshadowed by the investiture of the archdukes of Deneb and Illelish on the same day. The third son of the Marquis Perrior, as a young man he embarked on a merchant career, founding the subsector line Uberdaal shipping in 1094, which is today the major shipping line in Imperial space in Trojan Reach. At the conclusion of the Fifth Frontier War in 1110 he married the niece of the Duchess of Mora. Despite his well connected marriage and noble lineage the Duke had no noble title of his own until his investiture in 1117. It is somewhat of a mystery how his star rose so high as to come to the attention of the Emperor.
