The Prophets, Vargr of high charisma who declare themselves blessed by the gods, rule Ghaertu. Hierarchical in the extreme, there are complex relationships that determine who rules over whom, but at the end of the day, being Vargr, personal charisma of each prophet weighs most strongly in how high each prophet rises. Prophets themselves do not fight dominance battles, having champions to fight those battles for them. Prophets who rise to control significant portions of Ghaertu's surface are referred to as "Blessed of Ghaertu", and their champions gain renown as "Claws of Ghaertu", champions of the prophets. A prophet declaring themselves Blessed before they have sufficient support, will often find themselves quickly crushed and their factions absorbed or scattered, making for a government more dynamic than usual, even for Vargr. In spite of the near constant small-scale military actions, civilians are not targeted, being the prize that the prophets hope to collect as they gain influence. Those prophets who direct attacks against civilian targets, as well as those who attempt to shield themselves behind non-combatants, quickly lose support of allies, and find themselves the target of all factions that have forces within striking range. To attack a non-combatant is considered a horrifically barbaric act, akin to cultural cannibalism. The Vargr of Ghaertu exemplify the belief that "might makes right", but successfully temper this belief with an understanding that non-combatants must be preserved.
