CT AM7 p. 15 says that the HF capital was moved in both 410 and 490. I've heard tell that the move took 80 years (starting in 410) and wasn't officially proclaimed until the move had been completed in 490. So that's where this fits in. "The dates you are using refer to the beginning of the move of the capital from Guaran (Ricenden 0827) to Glea (Centrax 2619), which started in 410 (coinciding with the beginning of the focus of Federation efforts on the "Young Worlds" region of Hiver space); that move was completed in 490."
