Pirian Domain/meta

Per Pirian/meta, Pirians use C6 Charisma instead of C6 Social Standing (in cases where it matters). This means that they have all the problems of the Vargr Extents in making large, long-term polities. The Yaskoydri Technocracy did not fully appreciate why they had such trouble keeping the Pirians under their control until they learned of the Vargr Extents via the Solomani Preserve.

The main reason why the Pirian Domain has held together for so long despite most of its citizens using Charisma, is a legal framework designed in acknowledgement of this difference - to allow entire worlds to follow individual leaders for a time, but at a larger scale let the bureaucracy continue via inertia. Even with that, polities have broken off at the edges as Charisma would dictate - most of them eventually reabsorbed. The ones that exist as of 1105 are just the ones that still exist as of 1105, not the only ones to have ever existed.
