Automated systems transfer shielded cargo modules onto a subterranean rapid transit rail system. They are unloaded and placed into vast silos of deep compartments. Only, very rarely do humans have to venture into this lethal environment to make repairs, if things ever go amiss. A small penal colony provides the manual labor to handle these issues.
