Hefry (world)/meta

Behind the Claw says that Hefry is an Imperial "land grab" world being settled by the Colonial Office to ensure the border with Ruie. Since previously published material (Twilight's Peak) established the Scout HQ and since I don't see how building up the population of Hefry would help secure the border with Ruie (which the Imperium is busy rendering moot, anyway -- several Ruhigan states have already become members or client states), I think that should be ignored.

Mind you, neither story seems to explain the official UWP all that well; it's difficult to understand why either the Scouts or the Colonial Office would use TL7 equipment nor run the world as a participatory democracy. In that respect a colony is perhaps a better explanation than the Scout HQ.
