These are worlds with hostile environments that are on the verge of extinction from loss of technology and supplies. It is only a matter of time until they finally fail. Their people are desperate to get off-world and will pay exorbitant fees for even low-passage. They will also resort to hijacking, extortion and bribery. For this reason, doomed worlds are not safe places to visit.
