Can anyone explain why entries like Aki Roxanne hault-Huin and Andrew Harbin show up under 'A' even though their letter category is 'H' in both cases? Whereas Iolanthe Alkhalikoi shows up under 'A' despite both beginning with 'I' and having the letter category 'I' (same for Strephon, except his letter category is 'S').

I can't figure out why an article sometimes appear under the first letter of the title and sometimes under its letter category.

It has to do with the category tags in the page. If you add a [[Category: People]] to a page, the page appears in the People category under the first letter of the article name. For Aki this is A. This is also true if you use the {{LE|People}} template. However, you can modify this behavior by adding a parameter to the category tag. e.g. [[Category: People|Harbin, Andrew]] will make Andrew show up under the H's like he's supposed to. The reason for the mixup is the process of changing the first form (without the parameters, and usually via. the LE template) to the second was never completed. Tjoneslo 16:51, 11 June 2007 (UTC)
Note, using the parameters for the category tag works for any category. It defines the initial letter and the sort order for the article on the category page. Hence the reason for the "|1116" in the [[category: Years of the Third Imperium|01116]] for the date articles. Tjoneslo 16:57, 11 June 2007 (UTC)
