Each ship is required to hold an accurate list of cargo as part of the standard Ships Papers showing date and place of lading and (later) date and place of discharge.

The Cargo Manifest is one of the pieces of standard ship administration that will be inspected by the port authorities and those other authorities that may, from time-to-time, board the vessel. The document must contain the following information:
- The identity of the cargo item
- The date and place that the cargo item was loaded
- The date and place that the cargo item is to be/was discharged (May be "As Sold")
- The registered owner of the cargo
- Whether the cargo item is "Sealed" or "Open"
- The Shipping Agent's identity if different to the owner
- The Receiving Agent's identity if different to the owner
Each cargo item should also be accompanied by a Customs Declaration stating what the cargo container holds.
Generally, shippers prefer "Sealed" cargo as they cannot be held responsible for the contents should the Customs Declaration differ from the actual contents. Shippers can be held responsible for holding declared cargoes that are illegal in the port of lading, discharge or any intermediate port.
