A certificate declaring that a person is competent to command a Merchant Vessel.

The various governments have differing qualifications and requirements. The Belt is most notoriously lax; New Heaven the most stringent. e.g. The Belt will allow ex-Naval Officers to transfer for a Cr500 fee with no additional checks, and classifies anything under 150 dTons as a small-craft (which are exempt). New Heaven will only certify citizens of New Heaven, and insists that the Captain have Pilot, Astrogation and Engineering qualifications and undergo annual medical and psychological examinations.
