A sophont species, a Minor Race native to Atrephar (Vanguard Reaches 2307).

Description

A planetary 'Grand Marshal' appears to have command authority over all 50 million Atrephari. The Grand Marshal -- who appears to be the same individual even across centuries -- responds to alien attempts at building relations with simple statements that its people aren't interested in what happens "above the clouds".

History and Background

First contact by IISS explorers took place in 335. The Atrephari greeted them with indifference.
