* The 1902 time period is rich in history -- and forgotten things -- that leaves lots of unknowns and opportunities for adventure. And yes, it's a high tech place.

Thesis: '''Worlds are not going to claw themselves up from the stone age'''. They get comms shipped in, used, or even disposed of, without the need for much infrastructure. Worlds do not invent, they use what's available. This is true of every era. People on any given world don't need to invent the comm; they just import them.

The Ziru Sirka owned and suppressed all the technology ("patent law" or whatever), and you couldn't tell what's invented and what's not. The same goes for the Imperium. The tech level system means the Imperium owns the patent for the wheel, the radio, whatever, and you're paying a flat fee to use technology, and that's your taxation base. But you have to declare what you're doing. You may be a drive engineer and you figure out a way to increase efficiency of your drives. That probably infringes a patent somewhere, and you don't want to deal with that, so you remove that innovation when you reach a port, and put it back in when you want to use it.

=== But What About Terra? ===
One might argue about Terra a few thousand years ago. In one century, they leapfrogged from an agrarian civilization to a spacefaring one (5 tech levels in 100 years). The people of that time -- the ones in the advanced countries, not the backwater ones -- thought that that sort of progress was the norm. And yet, that sort of energetic output has never been duplicated on any world since. Terra only advanced one TL in the subsequent 100 years, then another TL, and then paused for a while.

=== Llellewyloly ===
* It's an overlay of at least two cultures: the Llellewyloly are like a fairy-land overlaying a mundane-land, sharing the same interstellar space, but using worlds that we don't want. They have their lives, and they trade with the RoR.
* People tend to have a complex relationships with people who share their worlds. The Llellewyloly is like fairy land -- it is possible to ignore what is in fact a vast trade overlay between the Human population and the Dandelions.
* Treece has a Dendelion habitat. As does Rethe -- are they Dandelion worlds?  Rethe is 50% _NATIVE_.  Who is that?

* The triangular trade -- the model of USA and China. Regina is a rich, major consuming world. Where does it get all its money?  People are rich there, and only leave for occasional tours. Other words are hoping for scraps from Regina. There are some other worlds in the same position.

Any case may be referred to the [[Milieu 1900:Republic of Regina|Republic's]] court system by a Planetary Court, or may be called into the [[Milieu 1900:Republic of Regina|Republic's]] court system if the case is found to be within the jurisdiction of the court. The [[Milieu 1900:Republic of Regina|Republic's]] courts are superior to planetary courts of member worlds in those areas in which it has jurisdiction.

Having been called into court, the evidence is presented and examined and the Judge(s) then decide upon a verdict. Three outcomes are possible: Guilty, Unproven and Not Guilty. Unproven cases must be re-presented not less than a month later but within a year.

Finally, the Judge(s) will deliberate upon and pronounce a verdict.

The [[Milieu 1900:Republic of Regina|Republic of Regina]] formed from several strong worlds, out of a need for a united front and forum. Membership in the [[Milieu 1900:Republic of Regina|Republic]] over the last 250 years is fleeting for some worlds, and a firm bedrock for others.
