In Chuck Kallenbach's 1991 Paranoia Press updates, the Stormhaven Republic roughly corresponds with the polity in the center of The Beyond, otherwise identified as either the I'Sred*Ni Protectorate or the Federation of Garrone.
As a side note, for those wishing to preserve this polity in light of the current T5SS canonical data, the Old Paranoia Press material (shown and updated on TravellerMap/T5SS) still locates the world of Stormhaven (and a number of other "Storm"-themed worldnames) in a tight cluster in the Storm Subsector of The Beyond.
