Adhocracy
An Adhocracy is essentially the antithesis of a bureaucracy. It is a government without a formalized, rigid structure.

Adhocracies are created ad hoc (purpose-driven) or as needed in response to situations. They are flexible, creative, and nearly informal in their entirety.
History & Background (Dossier)
Traditional polities almost always rely on a bureaucracy, a core of dedicated workers used to functioning within the system. At its best, a good bureaucracy provides stability and a trained core of professional administrators. At its worst it provides a core group susceptible to corruption, inflexible in thought, and anything but open-minded. The first adhocracies were created in response to the failings of poorly performing bureaucracies in Terran tradition.
Hiver Adhocracies
However, adhocracies are the favored government of Hivers. Something in the Hiver nature does not lend itself to career civil servants. Hivers prefer to create as they go... as much as possible. And no one can know what to expect from a Hiver government since it can be radically different from one day to another.
