The writeup about Brubek's says that there are 200 units, half in the Solomani Confederation, 20 in the Sword Worlds, and the rest in the Imperium. That means a grand total of 80 units in 25 sectors/300 subsectors or about 3 per sector. Most subsector capitals won't have one (especially as the text says that some are in Class IV and Class III ports). With that coverage, most spacers could spend their entire careers without encountering one. They certainly wouldn't encounter two different ones often enough to enjoy the familiarity much, nor would most groups of PCs encounter more than one or two during a campaign. So I've chosen to believe that the '200' is a mistake for '2000'. Even 1000 (or 980) in the Imperium hardly makes them ubiquitous -- it's only a bit more than three per subsector on the average -- but it's a lot more useful than one per three subsectors, especially if you figure that there would be fewer than the average in sectors like Vland and more than the average in the Rim and the Marches.
