Thoengling Assembly[edit]
The Thoengling Assembly, or Gvur-Thoeng, is a major political body within the governmental structure of the Thoengling Empire. Unlike the noble-dominated Moot of the Third Imperium, the Vargr-dominated Assembly is actually elected by the local populations of individual worlds. The Assembly, by majority vote, elects the Thoengling Emperor, and also has veto power over tax policy.
The Emperor[edit]
The Empire is ruled by a Vargr monarch who is elected by the interplanetary Thoengling Assembly, and normally serves for life. Unlike the Emperors of the Third Imperium, the Thoengling Emperor does not inherit his throne. The Emperor does possess broad powers to legislate by decree, especially regarding interstellar affairs, foreign affairs, and the security of his Empire. However, decrees dealing with taxation have to be approved by the Assembly.

The Thoengling Emperor, who has great governmental authority, is chosen for life by vote of an elected Thoengling Assembly; by law, no member of his family may succeed him. Sons and daughters of the higher nobility are brought up at the Imperial court, where every effort is made to inculcate personal loyalty to the Emperor.
