Expands the UWP Technology Level code (e.g. B) into a text summary from WorldTech/summary.
Parameters are:
- name = Name of the world for starting the lead paragraph
- WorldTech= One of the of Technology Level codes. These need to match the type and order in the WorldTech/summary. Add new ones if required.
