This template expands the UWP code into a table of expanded text with a description for each position. The template assumes the UWP is in the standard format of AXXXXXX-T. If not, the template may return an "Error in xxx decode".
The template takes a second parameter, which is a population multiplier, it appears in the population description. The template assumes a multiplier of 1 if not supplied.
The Template:UWP and Template:StellarData.layout use this template to add a mouse-over popup of the expanded information for the user. The mouse-over effect uses CSS to achieve this. In order to make this work, you need to wrap the template (and the corresponding UWP Code) in div / span tags to flag the CSS to work correctly.
