This template expands the UPW code into a table of expanded text with a description for each position.
The template assumes the UWP is in the standard format of AXXXXXX-T. If not, the template may return an "Error in xxx decode".
The template takes a second parameter, which is a population multiplier, it appears in the population description. The template assumes a multiplier of 1 if not supplied.
