Thoughts on Updates[edit]

Just some general thoughts on ways to 'update' the Trooles Confederation that are sensitive to what little Group One provided along with the reference to the fact that one system within it's borders (Pautho) is an Imperial Client State.

Notes on Bases[edit]

These notes are ideas for a much more thorough overhaul than is possible, Naval bases would be most likely at Isbelra, Nedric & Forgald where the tech level/port level are appropriate, exploration bases would most likely be at Isbelra, Nedric, Forgald, Perx and Galores (In additon to the base at Pautho).

Given that the bases are not shown on the map, it's likely that the facilities exist in the form of 'leased' landing areas at the various ports. One priority for the Confederation would be upgrading the port at Perx to class 'B' status, as with Galores, there are likely specific freight flows, possibly in the form of convoys travelling between Perx and the more developed systems to trailing in support of this effort.

Perx may end up being the site of the first Confederate naval base as a separate facility from the spaceport.

Notes on Government[edit]

Isbelra is not only the capital of the Confederation, it's the HQ of Continental Lines Ltd. which is described in the Theta Borealis sector book as "...a small band of pirates which turned itself into a legitimate business." This took place in 806 which if 'now' is 1105 means it predates the Confederation (Assumed to be founded in or shortly after 1045.) by roughly 239 years. It's quite likely that the company has some role in the foundation of the Confederation and may have a role in the Confederation level government.

The form of that government is described as a "...democratic one although some of the planets do not have democratic governments." So that would suggest some form of council formed by delegates (at least 3) from the 20 or so systems that make up the Confederation (Huflink and Tongal are RedZoned and thus not sitting members of the council. I have assumed that Pautho is a member.)

If Pautho is a member of the confederation then it's possible there is an 'Imperial' Ambassador to the council.

Notes on Diplomacy[edit]

The Confederation probably engages in diplomatic efforts with the unaligned systems that surround it in an attempt to bring them into the Confederation. The main effort is probably along the Continental Lines trade routes. Another probable region of heavy diplomatic effort is the arc of systems in Monway SubSector running from Kullen to Gadmoth.

Notes on Ships[edit]

The Confederate Navy is likely to originate from yards at Isbelra, Nedric & Forgald (Pautho is a special case.). Galores has a Class 'B' starport but the local TL (8) is too low, Perx is TL 'B' but with only a Class 'C' starport does not have the facilities for starship construction and has a comparatively low population. However Galores can be assumed to be a construction location if components are shipped in from outside, suggesting that there may be convoys from Isbelra/Pautho to Galores if this option is used.

Notes on Naval Operations (Outside the Confederation)[edit]

The Trooles Confederation Fleet probably maintains patrols along the trade routes of Contiental Lines (E.G. Into Corelian & Phoenix SubSectors), these may simply be missions escorting Continental Lines ships, either singly or more likely given the proclivities of the Jaibok, in convoy.

Thoughts on Galores[edit]

Galores is a system with a Class 'B' starport, a government code of '6' (In this case with trade code 'O:') and a local TL of '8'. Going on the stats available at the Traveller Map, it's fairly obvious that this system is being developed with the intent of creating an industrial powerhouse within the Confederation. The most likely controlling system is Pautho. The system population however is higher than either Pautho or Isbelra which raises the question just where does that population come from. Oujda (TB2703) is a major industrial system (At TL 'D') and the Confederations major supplier of weapons and warships. It is unlikely that the 'powers that be' on Oujda would be so enamoured of short-term profit that they would assist in the creation of something that could cut into their long term profits, although Galores with it's much lower law level and with gas giants in system might be attractive to dissidents from that system.

Another possible system is Portine (TB1311) a TL '8' industrial powerhouse located to Rimward of the Confederation. But again, there is the question of whether or not the temptation of short term proffit and the removal of dissidents might override an appreciation of the long term risks.

Interestingly Galores cultural stats [8769] are close to those of Magpie (TB0806) a balkanized developing industrial system whose cultural stats are [7959] which opens up the possibility that it is the source of at least some of the colonists on Galores.

Thoughts on Pautho[edit]

Pautho is in an anomalous position, Group One indicated it was a member of the Trooles Confederation, an unpublished supplement entitled 'Grand Survey' which was planned for a release via DGP it was changed to an Imperial Client State. Traveller Map currently shows it as an Imperial Client State within the borders of the confederation. If it is assumed that Galores is a colony of Pautho then it could be assumed that Pautho's membership is an 'adjunct' membership based on Galores and the delegates sent to the confederate central govement originate on Galores, although non-voting 'observer' delegates from Pautho can be assumed to exist.

Thoughts on Perx[edit]

Perx is the highest TL ('TL B') system in the far Spinward portion of the Trooles Confederation near the border with Astron Sector, it's a corporate run system with a population in the low 100s. The corporation running the system is not named in the published material, but could be assumed to be Continental Lines, part owned by that company or affiliated with them in some other way. There is a belt in system, but no gas giant. The low population suggests a comparitively recent settlement. If that is the case then the system may have been deliberately chosen as the site for a new colony (Perhaps to exploit the systems belt.), but in addition the Confederation may be engaged in building up the spaceport so as to establish a formal naval base close to Viliain SubSector (See also the 'Notes on Bases' above.), it's quite likely the 'unofficial' population is quite a bit higher.

Thoughts on Tongal[edit]

Tongal is one of two Red Zone systems within the borders of the confederation, it's comparitively high tech (TL7), combined with it's lack of atmosphere/hydrosphere and a 'captive' government suggests the system is in fact a penal colony. In this case Isbelra can be assumed to be the controlling government, though prisoners may originate from all worlds in the confedederation. Graham2001 (talk) 07:01, 28 September 2021 (EDT)
