Notes on this speculative entry:

This polity was first mentioned in "Contact: The Dynchia" in JTAS #24, and later reintroduced in "Humaniti" from GURPS TRAVELLER, in the Dynchia chapter. We're told that the Harodar Hegemony is located coreward of Melantris within Leonidae Sector, and that Third Imperium contact with the Dynchia came through the Hegemony -- we're also told that the Hegemony has fought occasional wars with the Dynchia. This is all it gives us, and I don't believe the Harodari have been mentioned elsewhere.

My reasoning for situating the Harodar Hegemony in Lombard Subsector, at the worlds Idunukagaka (2013), Iknugagaka (2014), and Ilnuhagaka (2015), was as follows: Not only are these three worlds situated next to one another, their similar names suggest a shared heritage, and they're coreward of the Dynchia, closer to the Imperium, as per the source material. Ilnuhagaka is a high-population world with an A-class starport and a naval base, thus suitable as a polity capital/homeworld capable of force projection, justifying wars with the Dynchia.

The Description of the Dishaan of Provalan, meanwhile, is from GURPS TRAVELLER "Interstellar Wars". There was some brief discussion there of Dishaan reverting to "bad habits", along with talk of dissident Vilani subcultures. Thus, a Dishaan-Vilani Human coalition seemed a reasonable basis for a pocket empire out this way. The self-interested, spiteful mentality implied in a Dishaan-Human dissident pocket empire explains why they might go to war with a foe as formidable as Dynchia over, say, trade disputes. (Luckily, both Dynchia and nearby Ithklur are non-malicious as well as great warriors, explaining, presumably, why the Hegemony is still there and hasn't just been destroyed to remove the annoyance).
