To have been appointed, he must have been acceptable to the Duke of Regina - And to have worked effectively on Efate he must have been acceptable to the Duchess of Efate. That makes him something of a politician.

To have commanded personally at Efate during the Siege of Efate would have hampered the effective administration of the Imperial Army in the Regina Subsector.

As the successful commander of the siege, he would have (presumably) been awarded some form of Imperial honour. Options include:
