Seich is a non-agricultural and nonindustrial vacuum world, which warrants hazardous environment precautions.

  • Life in a vacuum requires great discipline. After all, it only takes one forgotten seal on a vacuum suit to spell death. Those who survive tend to be very methodically-minded and attentive to small detail.
  • It requires extensive imports of outside technology to maintain a modern, star-faring society.
  • It is unable to produce quality foodstuffs and must import them.
  • It has few prospects for economic development.
  • It is a Non-Aligned world dominated by human sophonts located in the Velous Subsector of Far Home Sector.
  • This world-system hosts a Military Base, usually associated with military ground forces, which may be located on or off-world.
  • This world is controlled by Dhon

History & Background (Dossier)

The initial starport on the Ditter moon, had but a single pier for docking a single ship. There was no Customs Office, and the whole port was considered for a time, as duty free. There was very limited ecotourism. Only a small portion of the old facilities survived the subsequent wars. They were largely abandoned as too radioactive and unserviceable. Huge concrete lined storage sub surface cisterns were dug for water storage with kilometers of pipes required to move fuel and melt the water for use. A tiny outpost of prefabricated survival bungalows dotted the barren surface. The matter of sovereignty was extremely fluid in the earliest days and a tiny office of the Department of Extra Spatial Affairs, didn't offer much assistance with these matters.

Eventually, a special combat engineering battalion was tasked with constructing a forward operating base for fleet patrol elements operating at the edges of the theater of war. Specifically they were tasked with refueling convoys of supply ships. Six system defense boats were flown in and a fleet naval officer by the name of Commander Charlo Waller-Sweeney, Jr., reported for duty, he was not relieved until his replacement arrived two years later. Naval Commander Cartwright was killed in combat with a flotilla of enemy fast attack missile boats. This naval detachment, were ordered to complete detailed surveys, and granted a congressional resolution to expand the military use runway system and create more expansive ship berthing.

Some time later, two permanently staffed research stations were funded by local universities. A base for commerce raiders was then completed on the dark side with a network of signals intelligence satellites and ground repeater stations. A military governor was appointed, and the first local banknotes as currency were made available for use within the system. The new cargo and passenger terminals were built. After a war a group of mutineers and their captives under the pirate Topaz Garpoon were forced to resettle here.

A passing survey ship then discovered that one of the research vessels and associated surface facilitates had been looted and destroyed by a special operations naval shore party, while they were escorting a group of scientists, during operation bedlam. Their cover blown, the damaged frigate limped home, and a court martial was waiting for the ship's disgraced captain. To pacify the locals the local government was able to secure generous initial underwriting from Seymour Investments, once the scandals had been forgotten. In a show of good faith the local Viceroy investigated the wreckage. A high security prison and enhanced interrogation site, called the Intelligence Collection Post was then build and hidden among vast automated hydroponic farming estates. Local asteroid prospectors were finally able to locate and develop the manganese and zinc mines, earlier computer survey models had predicted. The belter colony was offered a single model 1 bis, system range shortwave radios, and a single satellite uplink with a data plan for asteroid residents. A Chief Magistrate was appointed, they formed a Council of Elders who oversee the belt's Peacekeeper patrol forces.

The darkside is now also home to a nuclear waste storage facility. This was only discovered by the public after a particularly bad accident from which there was only one survivor who died in the hospital 30 days later. He was survived by twin boys, his sons patriotically entered the naval academy sixteen years later. The EMS masked storage site had no locator beacon, no approach Nav Aids, and did not meet department of commerce port regulations for harbor traffic control. Contractor delivery pilots were expected to know where they were going and how to get there.

Situated nearly halfway between the Firstworlds and the Worlds of The Leader, Seich is a colony controlled by its neighbor Dhon (world). The placement of this military base was a favor the Firstworlds performed to assist their neighboring worlds of the leader. The asteroid belt colony consisted of an planetoid constellation with over 100 individual asteroid bases and outposts scattered through the system’s mineral rich belt. Several of these installations are very small. The largest was known as Garcia Delphago. It became the site of a military outpost. The incredibly dense metallic rocks were the guts of a neutron star colliding with a small black hole. The rare earth metals resulting condensed from the nebular materials as they cooled and were ejected into the stellar nurseries. The only inhabitants are now military personnel and associated contractors. The native belter cultures were forcibly relocated. When the territory was ceded, Dhon received steeply discounted deals on several nuclear missiles with the latest sophisticated guidance packages, all in exchange for access to the strategic base. Fleet repair facilities were constructed, some capable of servicing large military vessels in need of dry dock. When first colonized these belters and contractors set up the first large scale ore processing centers, spaceport facilities and metallurgical refinery hubs. Large, finely polished parabolic mirrors were deployed in orbit to facilitate self-contained agriculture domes to be erected to grow food, and generate oxygen.

A frozen listening post is also located in the outer system on a desolate planet. Assignment here is widely viewed a severe form of punishment. Four year rotations are served before fleet relief vessels return for any survivors. The largely automated stellar observatories and passive sensor arrays require very little maintenance. Elite Special Forces occasionally pass through for grueling training exercises under extreme conditions. The drop capsule exercises and the subsequent survival challenge claim the lives of service personnel who “fail” to make the cut. A squadron of dual environment interceptors are based here as well.

The locals are governed by a nearly standard corporate trade charter with a workers’ bill of rights and responsibilities amended to it. Commercial prospecting permits are awarded by annual auctions and each ship and their crews are independent contractors. The companies own and operate port facilities and refinery facilities. To stave off full scale mutinies, shrewd base commanders have been known to grant precious two week leave passes for military personnel to come into the belt territories and take advantage of the starport’s Morale Enhancement Centers. The local law level mostly reflects the regulations aimed at preventing the violent encounters between Belter crews blowing off steam and competing Military members on leave seeking services at the same time are a struggle for the local constabulary to deal with. Medical facilities are usually quiet until after these encounters. Some unfortunates end up in resource reclamation hoppers. The Belters do enjoy the armed forces information networks which take advantage of the bases powerful system range radio, laser and maser arrays. Music and entertainment feeds radiate throughout the system and it is not uncommon to hear working belters singing along with the classics broadcasts.
