The system was settled between 400 and 500 and joined the Imperium between 500 and 589.

Other Data[edit]

Non-canon: Rio was first colonized by humans from the Rule of Man around -2000. The landing went badly, and the settlers lost most of their equipment. The colony never really got on its feet, and died out after a couple of generations.

Rio was next settled in 431 by a group of 16,000 Suerrat refugees from the Ilelish Revolt. They founded a colony and called it Grobria. Being very poorly equipped, they quickly lost a good deal of their technology, but otherwise managed to survive reasonably well.

In 511 Rio was the target of a well-backed colonization effort by the RIO Movement on Arden. In the course of 29 years, 130,000 settlers were transported to Rio's second-largest continent and set up with a solid, self-sustaining infrastructure. The Grobrians were not happy but were helpless in the face of superior weapons. The newcomers also took it upon themselves to petition to have Rio join the Imperium, which was granted in 562.

The Realists, as they called themselves, quickly spread to other parts of the world, setting up resource extraction operations and pre-empting choice bits of real estate. Conflict with the Grobrians occurred frequently, but were mostly low-key, localized affairs until the middle of the 8th Century, when the Realists launched a campaign to subdue the Grobrians completely.

As part of the war effort, the Realists concocted a Big Lie. They claimed that they were the descendants of the original Second Imperium settlers, and that the Grobrians had been granted sanctuary by Realists who were already in possession when they arrived in 431. This version of events is still the accepted truth on Rio, not only among the Realists, but among many of the Grobrians as well.

After they had won, the Realists set up a caste society where purebred Realists ranked highest, Mixed (people with some Realist ancestry) ranked second immigrants ranked third, and Grobrians ranked lowest.

Society[edit]

Today Rio is a representative democracy with a very limited franchise, but not quite limited enough to class it as an oligarchy. According to the latest census [1117], the population is divided into 99,764,320 citizens (Realists, Mixed, and immigrants), of which 2,589,981 are 'active voters' and the rest are 'potential voters', and a large, indeterminate number of so-called 'guests' (i.e. the Grobrians). The census does not keep accurate track of guests, but they are estimated to outnumber the citizens roughly ten to one.

Citizens earn 'citizenship points' in a variety of ways and gain the vote when and if they achieve a high enough amount of points. Ancestry, civil and social status of parents, educational status, occupation, income, wealth, military and/or governmental service record, and various other personal achievements all contribute to the sum total. Most (but far from all) Realists, some Mixed, and a few immigrants eventually earn the vote. The average age when this happens is the mid-twenties for Realists, mid-thirties for Mixed, and late forties for immigrants.
