Non-canon: A balkanized world which consists of several small noble run kingdoms and principalities struggling for control of resources beneath the waves of the tumultuous, storm wracked world ocean. Small elite fleets and squadrons of advanced submarines fight unforgiving battles in silence with the losers consigned to watery graves. Weapons manufacture has created a Darwinian struggle for the best, most effective submarine warships. The results bristle with sensors, weapons and the fastest propulsion systems they can manage. Thick armor alloys and fusion power means machine and man clash at depths and pressures where the slightest mistake can result in crushing death. This maritime sailor warrior class dominates politics and popular culture to an extent that quieter more prudent merchant classes must wield subtle manipulative power akin to Hivers to prevent the aggressive warrior class from destroying the civilization as a whole.
