- This die back world was once settled and developed, but the inhabitants have either died off or left leaving behind the ruins and remnants of their civilization.

- It is a Non-Aligned world dominated by indigenous Sophonts located in the Phoenix Subsector of Theta Borealis Sector.

Pen-Latol's is a Meso World between 8,800km and 10,400km in diameter. The world has a standard gravity between 0.6G and 0.8G. The horizon will appear about 4.4km away.
Mainworld Atmosphere (A)
Pen-Latol's has a pressure of 0.71 to 1.49 atmospheres. While a Standard Atmosphere does not require survival gear this atmosphere also contains an unusual taint such as such as disease, a hazardous gas mix, pollutants, or sulfur compounds which requires the use of a Filter Mask. Some taints may require more protective equipment. TL–3 or more advanced survival gear is required to settle this world.
Mainworld Hydrosphere (H)
Pen-Latol's has 35-45% of its surface covered by liquid water. There will be a number of small seas or one larger body of water. Wilderness refueling is possible.

Offworlders have categorised complex animal life into three categories, by shared ancestry:
- Tesa Fron: Animals in this class are identified by having six limbs and a thick hide that serves as armour and for temperature regulation. They have a triad reproductive system, with a male, a female, and a carrier that nurtures the egg from fertilization to birth.
- Kisarter: These have a variable number of limbs. They have no solid skeleton, rather a skeleton made of flexible protein compounds. They can grow limbs as needed and regenerate them if severed. Kisartor reproduce by means of a bud that grows on the end of a limb, which matures and detaches itself to move to a new locale.
- Haralun: Animals of this class are four-limbed and have a fluid erectable plumage that acts as a heat exchanger.

Pen-Latol's is a backwater that only occasionally sees visitors.

- The resources of the mainworld are being exploited.
It is the homeworld of the Cleashitar, the remnant population of a far larger extinct civilization.
- The surface of the world is dotted with ruins and remains that are believed to be thousands of years old.
- Almost no research into the origins and history of the Cleashitar has taken place.
Note that social data, though only 40 years old, may be out of date: previously undocumented groups may now inhabit the system and maintain their own culture, forms of government, and systems of law.

There may be few or no law enforcement officers, the expectation is citizens will bring law breakers to the attention of the Judicial system. Legal proceedings will be fast, with few people involved. For interactions outside of the framework of the laws, cultural norms dominate.

Tribal Nations
Tribes include the following:
- Bret-Mel-Tip: These people wander the savannah in wind-powered wagons, and are known as the Children of the Sail. Mock combat rituals are held at a yearly festival celebrating the onset of the monsoon season.
- Sans-Mel-Cam: This tribe hunts beasts of the savannah from the backs of six-legged herbivores which they have domesticated. They use traditional bone and wood heavy composite bows which each hunter makes in a long-established ceremony.
- Tril-Mel-Volg: These are herders of large animals called Lulth (200 kilograms). These creatures still migrate naturally but are kept in a herd by riding tribesmen.
