Tho Otarri are a primitive Minor race native to Faldor (Spinward Marches 1131). Physically the Otarri are humanioid in size and shape. They are amphibians, requiring regular soaking in water to prevent their skin from drying out. The Otarri have a number of other features which mark them as water dwelling creatures, including webbed feet and hands and over-sized eyes with excellent dim light vision. The Otarri are largely carnivores, and occasionally cannibalistic.

Culturally, the Otarri are a primitive race, having reaches only TL–0. Faldor is undergoing a massive climate shift, which has reduced the numbers and range of the Otarri to a few thousand individuals living on one continent. The Otarri are organized into large tribes which are in turn overseen by a queen. Fighting between the tribes and within the tribes is frequent at the Otarri hunting grounds shrink. Imperial xenobiologists estimate the Otarri are rapidly becoming extinct, though no long term study of the Otarri has been undertaken.

The Otarri have made contact with interstellar merchants. The Otarri have little to trade and are apparently highly aggressive with outsiders.
