The Noql class Free Trader is a civilian ship.

History & Background
One of the oldest ship designs to follow the now characteristic Zhodani naval architecture, the Noql was originally designed as a government courier and transport in the early jump-capable Consulate. The design advanced to Jump-2 alongside the growing Consular Navy, but was retired from government service when it proved impractical to upgrade the design to Jump-3. The hull was privatized by its original contract yard, Vlafsear Yards (sic), who would eventually base a fully civilian division around it as the Consulate found its star-spanning mercantile feet. Vlafsear Mercantile Yards remains in business even in the modern era, though it does not, by choice, rise to the status of a megacorporation.
The modern Noql class Free Trader is a ship used for routine commerce within the Zhodani Consulate and its surrounds. Most are owned by individuals or small trading companies. While some still serve with the Zhodani Navy in local logistics roles, the Noql lacks the range to be considered a Fleet vessel.
