Not a true independent polity, New Order Vigilance Alliance (NOVA) was set up by SolSec as a counter-weight to the Cumberan Confederation. NOVA acts as a proxy for the Solomani, and can engage Cumber in open warfare, allowing the Confederation to preserve its strength for other needs. Despite SolSec propaganda, widely dismissed by Diasporans, NOVAS worlds are not enthusiastic: passive resistance and active insurgency are common on Sunz (Diaspora 0237) and Vornam (Diaspora 0338).
Morale among these TL 8 troops is uniformly low: they are aware of their status as expendable proxy troops. But SolSec observers with each unit ensure their loyalty.
