L'sis was conquered by several corsair groups allied to the Assemblage of 1116. These groups proved too numerous and well dispersed for the Regency forces to dislodge, and most were declared fait accompli. Most of the Vargr invaders were located in a series of high intermontane plateaus that contained most of the world's settlements and industries, and their legitimization forced millions of humans to emigrate into the dry deserts and savannahs of the equatorial regions. In contrast to Riacon, human and Vargr communities rarely intermingle, and fighting frequently occurs where they come in contact with each other. The situation has not been helped by the political fragmentation that exists within both groups, and the world will probably never recover political unity anytime soon. L'sis is a rich world with a shirt-sleeve atmosphere and a balance of available surface water. The system supports a population in the 100's of millions, which makes it too urbanized to make an agricultural world. It is a member of Third Imperium in the Pretoria Subsector of Deneb Sector and in the Domain of Deneb. L'sis, as a member world of the Third Imperium, holds the estates of an Imperial knight and a baronet, and the fiefdoms of a baron and a viscount. All four are members of the Imperial Nobility charged with overseeing the world. This world has a nearby Imperial Naval Base, capable of handling warships.

History & Background (Dossier)

Colonized by both Gvegh Vargr and First Imperium Vilani, L'sis had become a reluctant, downtrodden satellite of Pretoria when contacted by the Third Imperium. The people agreed to rebel and join the Imperials; the Navy moved in, and L'sis was transformed into a fortress world. For half a century it provided many of the resources that kept the war going, its people suffering serious hardships; then Pretoria made a deal, abandoning its resistance to the Imperium in return for several concessions, including status as the subsector capital. L'sis was sidelined, its sacrifices forgotten.

This event shaped L'sisian society. The people are focused on their own security and have little confidence in the ability of outsiders to provide it for them. They are cautious in their dealings with others, careful to avoid offense where possible but determined to make sure they are self-sufficient. This has driven their expansion; they control Redi and Kretikaa and have significant holdings in Horizon's Barkat belt, although Imperial pressure has stopped further growth for now.

L'sisian culture remains predominantly Vilani, and the bureaucracy is a professional government that has changed little in almost eight centuries. It supervises all economic and technological resources closely; higher technology is reserved for government use. Many of the larger corporations are state-controlled, and control has tightened in response to the fears about the Urnan war.

The downport is controlled by the Regency Ministry of the Interior as a means of providing equal access to all local groups.
