The governments in Kakadan maintain 11 Naval bases, eight Scout bases, and one Way station. The average technology level is 10 (with most between 8 and 13). The highest technology level is 15 at Kakadan (Vland 2636), Icuspin (Vland 2931), and Alleman (Vland 3137).
