Hesarus is a poor, nonindustrial world.
- As a nonindustrial world, it requires extensive imports of outside technology to maintain a modern, star-faring society. The need to import most manufactured and high technology goods drives the price of these goods up in the open market.
- This world has few prospects for economic development.
- It is a member of the Third Imperium in the Khouth Subsector of Corridor Sector in the Domain of Vland.
- This world has a nearby Imperial Naval Base, capable of handling warships.
- During the Long Night this world was named Panirli.

History & Background (Dossier)
Under the influence of Mikesh, Hesarus joined the imperium as part of the County of Mikesh in 5. It was not fully incorporated until the Vargr Campaigns.
The population of Hesarus has always had to deal with bizarre bouts of insanity among their ruling elite. A rich trading world in antebellum times, wealth led to the creation of a top heavy local aristocracy. Competition between rival factions often took extreme overtones, with no limits placed upon the kind of dirty tricks that could be practiced upon each other, including excruciating torture or a cruel and lingering death by the most heinous means possible. These practices became more of a ritualized sadomasochism unrelated to any real politics by the 1100s, and the population was reassured that whatever depravities were practiced by their leaders would not be unkindly visited upon their heads (...though close calls occurred).

History-Era: Rebellion
The world put up little resistance when the Dzarrgh Federate invaded in 1117, The nobles literally fell over each other to make deals with the Vargr that would keep them in power. A Federate naval base was constructed in orbit, and the world's seedy reputation attracted some of the worst of the corsairs, for whom nothing was too depraved. This illicit trade caused a good portion of the population to emigrate to the Domain of Deneb long before the Collapse. The world became a center for organized crime elements among the corsairs, and a net exporter of illegal contraband and smuggled goods to the Denebian border. Eventually the pleasures of the world corrupted so many of the corsairs that the Federate became concerned about the morale and effectiveness of their military forces, and in the late 1120s began to move against the local aristocracy and shutting down the local fleshpots, but the Denebian pullout distracted them, and Virus intervened before a second try could be made.
History-Era: New Era
Virus arrived in 1138 in the same wave that hit Serk (Corridor 0104) and destroyed the Vargr naval base and garrison. The sociopathic nobles were also eventually destroyed in a rebellion by their put upon subjects the following year, after several nobles attempted to make alliances with a Vampire fleet. Some of the nobles survived this uprising and fled to a long disused IISS facility in the world's outback. From here they recontacted the Vampires, who recognized them as the legitimate rulers of the world. In their fortress the nobles, led by a supreme leader called the "He-Beast" live in bacchanalian excess off the plunder collected by their Vampire allies from other nearby worlds. In exchange, the aristocracy provides locally manufactured spare parts and occasional slave labor for their allies. These levies have further decimated the population, though they are infrequent enough that the population otherwise can ignore their erstwhile leaders. More worrisome is the nobles practice of kidnapping teenagers and young adults from local communities to participate in their most depraved celebrations; not too many return and fewer still have the fortitude to tell their fellows of what they suffered.
