Description (Astrography & Planetology)
Fournier is an old world. Most of its atmosphere and seas have leaked away, leaving behind a gun metal grey surface pockmarked by eroded mountains and craters from a recent (<10,000 years ago) cometary impact. The thin atmosphere is just barely that; just enough oxygen exists at the lower altitudes to sustain a small fire. The low O2 content means that most organic decay produces large amounts of poisonous carbon monoxide gas, requiring a combination filter-respirator to be worn at all times.

History-Era: New Era
Vilani prospectors in the Ziru Sirka period cut mine tunnels and water channels into the dead sea floors in an effort to bring up modest amounts of precious metals. During the Long Night this transient settlement largely died out, though vagabonds and outcasts sometimes wandered in from Sylea to work claims of their own.
Resettlement of the world did not occur until 255, when several mining companies from Kaggushus reopened the mines, using much heavier equipment to reach buried ore deposits. When many mines played out, they were cleaned up and expanded for habitation; nearly all of Fournier's current cities are found in these subterranean warrens.
The world was originally ruled at the behest of the old Imperial Ministry of Colonization, mostly because the local mining companies were mutually suspicious of each others motives, hindering the development of an indigenous government able to keep the peace. When Virus came, it literally cleaned out the capitol of life, when it destroyed the system that pumped excess water out of its streets, creating a flood that killed the entire governmental apparatus. Overseers and Police Enforcers in outlying regions took over the government after a brief interregnum, eventually imposing a feudal system upon the survivors. This structure has been legitimized by its membership within the reconstituted Hub Worlds, and in direct contrast to Towering the local population prefers this arrangement.
