As part of the Spinward Accords of 1132, the Regency acknowledged the governments of various worlds as Legitimate that had previously been seen as occupied Imperial worlds - many of which had populations that were hoping for liberation from these interim governments by the Regency, not for them to be legitimised. These were known as the Fait Accompli worlds.
