In the politics of the Third Imperium, both the Moot's Republican Faction and the Parliamentary Monarchists have often proposed to strip the Iridium Throne's executive powers by vesting them in a proposed Council of Ministers headed by a Prime Minister and composed of the heads of Imperial government ministries. Under a proposed Imperial Republic, the elected Emperor or elected executive council would appoint the Prime Minister, and the Prime Minister in turn appointed the other ministers.

Under the hereditary monarchy, the ruling Emperor would appoint the Prime Minister, and the other ministers appointed by either the Emperor or the Prime Minister.

Under the proposals for a Council of Ministers, the Prime Minister or any other minister could be removed by a vote of no confidence in the Imeperial Moot.
