Due to the high costs of interstellar transportation it is not possible to solve overpopulation problems by emigration, especially not emigration to worlds far away. The Aokhalte bloc's clan kos are either stupid or (more likely) trying desperately to calm their members with ineffectual cosmetic measures, making their overcrowding problems worse by pouring money into ihatei fleets. Not a stable situation.
