Description (Specifications)
It consists of government by a leadership answerable to an outside group: a colony or conquered area.
This specifically excludes governments by Corporate Polities if the majority of the population are employees or contractors of that Corporation, but may include corporation owned worlds if the majority of the population are not able to influence planetary governance through the corporate structure(s).
