East Sapphire is a state that is one of the powers in the system because it markets Ecological Harmony. It is a cooperative of great size that also happens to be a recognised state. It is the largest manufacturer of eco-friendly equipment in New Earth.
The Government of East Sapphire is an intensely ecologically conservative body and borders on a being the embodiment of an ecological religion. Any damage to the ecology can attract extreme reactions and local guides are advised when in country.
The State of East Sapphire has severely limited external contact except through specified ports. Despite various efforts, smuggling items into the society has not been financially viable - but smuggling items out can be if the right items are identified and obtained. That is not to say that its citizens are constrained - but non-citizens have restricted access. The "International Quarantine" areas at the ports are heavily guarded enclaves. The Ambassador's District is also strictly bounded.

The leader of the Government is styled as the "Speaker for East Sapphire". The Macpherson Dynasty have been the leading family in the realm for the past 50 years.
