Bering is a low-population water world, which has 90% or more of its surface covered in an ocean of water and a population of less than 10,000 sophonts.
- The inhabitants of this world live on the roughly 10% of exposed land mass, in underwater colonies, on city ships, or similar arrangements.
- This is a cold world with an overall climate that is at the lower temperature range of human-congruous sophont endurance.
- This world is a "Twilight Zone World", a planet that is tidally-locked to its star. It has a hot side that permanently faces the star, a cold side that permanently faces away, and a narrow twilight zone in-between.

Bering is a Terra-sized water world with a thin atmosphere, which is generally saturated with moisture. The dissolved and entrained atmospheric water helps shield against the radiation storms from the temperamental M-class primary.

World Starport
Bering has a Class B Starport, a good quality installation which includes all the expected amenities including refined fuel for starships, brokerage services for passengers and cargo, and a variety of ship provisions. There is a shipyard capable of doing annual maintenance, overhauls and most kinds of repair, and construction of non-starships. Most ports of this classification have both a Highport and a Downport.
All travelling craft are required to dock with Bering Highport for customs and clearance before proceeding to Dom Bering downport. The customs process is largely automated, with only the final questioning process being handled by a sophont. Our specific session was handled by a dolphin-human team.
The highport is a good quality station with all the usual amenities found in a Solomani high port. Security was present but not intrusive. Starship maintenance and repair areas seemed full capable, and the refined fuel was above average in purity.
The downport was similar, but the personnel at the downport were notably abrupt in their manner.

Bering possesses a Technology Level of TL–11 or TL-B in Hexadecimal Notation.

World Government
Bering is governed by a Civil Service Bureaucracy. The leadership of the government is another form (democracy, dictatorship, oligarchy), but the bureaucracy leadership influences policy. The government leadership may select the bureaucracy leadership, but not its membership. Usually the governmental leadership is divided, or incapable of setting policy and the bureaucracy provides a stabilizing influence. The bureaucracy may be the full government bureaucracy or a section with limited jurisdiction but considerable influence like the military.
Dom Admin is the term used for the government structure. Dom Admin uses their worldnet as a preferred engagement mechanism, and gaining access to a sophont for an issue or discussion is difficult at best.
The named Administrator is shown as "Dr. Robert Peices, Phd., M.D." (picture attached). Apparently, he is available to the public on every other weekend, from 10am - 3pm.
World Law Level
Bering has an extreme law level which covers every area of interaction. Laws are complex, detailed, and difficult to understand. Every interaction with the government requires an Advocate. Law enforcement is omnipresent and strict. Legal proceeding can take months to years to resolve and may involve dozens of people. A few worlds with this law level may be a Red Zone and others will be an Amber Zone. All objects specifically manufactured as weapons are typically regulated or prohibited (with no exception for private residences; visiting starships are only protected so long as they stay within designated starports and approach corridors).

These are used for satellite maintenance, patrols, and emergency assistance.

World Culture
Most inhabitants comes from the Massina or Simonides spheres of influence. Notably, there are a married couple of scientists from Terra, however.
Much of the scientific work is heavily dependent on the dolphin scientists, who work closely with their human and aslan colleagues.
Note: we, as travellers, didn't actually get to talk to the administration while visiting. Most of this information was gathered from public leaflets and the public areas of the beringnet.gov. We waited for 3 days in Dom Bering, but received nothing but our bills for housing and food. Other inhabitants actively avoided us by "being very busy".
Urbanization
The Bering downport is built on top of and extending the largest island above the waves, and provides a sheltered takeoff and landing area. Landed craft are stored in a underwater domed hangar (-20m), and must be transported to the "tarmac" area for launch. Pressurized tube trains and dolphin speed-tubes provide passage from the downport to the main Dome, Dom Bering. This dual-transport system is common throughout the complex.
Dom Bering is the urban environment, but there are also residential areas (Dom Juno, Dom Fairbanks, and Dom Nome(dolphin-focused)), and dedicated scientific areas ( Dom Alaska, Dom Irkutsk, Dom Svalbard (-1km) ).
Within the domes, life seems relatively spartan.
Outside of the domes, there are few if any provisions for life.
There is an observation tower that is accessible from both the downport and Dom Bering which provides both a protected transparent viewing dome and and an exposed observation deck. There is a concrete stairway down to the "Beach" there. The most notable scenery objects are the 2 automated missile defense towers, the spherical phased-array radar tower, and the secondary targeting array towers.
