Dynamic. The culture is one of scarce culture, and the population is always hungry for content.

A strange result of this poverty of culture is the requirement at all downports, regardless of group, that docking starcraft provide their entire library of holo-visual and audio recordings as part of the docking fees. A copy is considered sufficient. The nation/group then typically provides access to its population either gratis or by membership fees, depending on the local tax structures.

Likewise, a performer or performance artist, when identified, will often be granted the opportunity to perform in public venues at no costs, with performance costs being borne by the local government. In some cases, the artist will be ordered to give command performances, with legal penalties for refusal.
