A strange result of this poverty of culture is the requirement at all downports, regardless of group, that docking starcraft provide their entire library of holo-visual and audio recordings as part of the docking fees. A copy is considered sufficient. The nation/group then typically provides access to its population either gratis or by membership fees, depending on the local tax structures.
Likewise, a performer or performance artist, when identified, will often be granted the opportunity to perform in public venues at no costs, with performance costs being borne by the local government.
