Because the Regency could not guarantee the safety of worlds beyond it, massive, large scale population evacuation commenced in 1133, peaking in 1136.

History & Background (Dossier)
Initially deposited on "Refugee Worlds" in the Regency's trailing subsectors, the Regency later further moved millions to other worlds, such as the volatile Sword Worlds, and the ihatei-settled worlds of the thinrim. Here the relocatees provided a loyal counterbalance to volatile Sword Word and Aslan populations.
- Although the refugees caused by the Abandonment were encouraged to make new lives within the regency, inevitably a large portion of them never got beyond the Refugee Worlds, where organised crime still retains a firm foothold.
